Emergent Enforcement Solutions was founded by Russel Sarpy, a law enforcement veteran with more than 20 years of experience, and Craig Stephens, a business operator with a background in financial management and systems development. They built EES because they believed municipalities deserved an automated enforcement partner that was actually on their side.
Most automated enforcement programs are structured to benefit the vendor. Revenue-share models take 40 to 50 percent of every citation collected. Long-term contracts lock municipalities in. Upfront costs put the program out of reach for smaller communities.

Our Products
EES currently offers three automated speed enforcement deployment options: fixed pole cameras for permanent installation on high-traffic corridors, mobile trailer systems for flexible or first-time deployments, and handheld LiDAR devices for officer-assisted enforcement on residential streets.
